Broker Services

The European Commission's centralised procurement unit for cloud, software, and professional IT services.

The centralised procurement unit within DG DIGIT. We negotiate once with the market so every EU institution can acquire cloud, software, and professional services faster, at better prices, and fully compliant.

Our brokers

Software Broker

Browse, compare, and acquire software licences through a competitive marketplace. Pre-qualified vendors. Wallet-based billing. No procurement expertise required.

Cloud Broker

IaaS and PaaS cloud platforms — Azure, AWS, Google Cloud — under EU framework contracts. One request, one contact, consolidated billing.

Professional Services

Expert support for cloud adoption, architecture, migration, and operations — delivered through pre-established procurement vehicles.

Marketplace

The cross-broker catalogue — browse and compare offers from every broker in one place.

How the broker model works

Institutions sign a Memorandum of Understanding and fund a digital wallet. From there:

  1. Browse and select — search the catalogue, compare competing offers side by side.
  2. Submit a request — place an order or initiate a procurement process; your manager validates funding.
  3. The broker handles the rest — contracts, delivery coordination, invoice verification, and consumption billing back to your cost centre.

You deal with one contact. We deal with the market.

Why use Broker Services?

  • Reduced lead times — framework contracts are pre-established; no separate tender required.
  • Better prices — volume-aggregated agreements and in-market competition between sellers.
  • Compliance included — data protection, security, and sovereignty assessments completed before any product is listed.
  • Full-lifecycle management — from request to delivery to chargeback, tracked and reported.
